During A Brazilian Press Conference for the PS Vita it was revealed that you would be able to make calls via your PS Vita.
To do this the PS Vita uses Skype, this way you can call your friends no matter where you are.
there is no news on whether it will be 3G only but we would expect it to be on both variations of the device as you can make calls over WiFi much easier than 3G.
